Return to Rafforty with the letter. Do not open it; when he questions you, choose the trust answer.
Talk to Rafforty again, wait a moment, then talk to him once more and get Rafforty's Letter .
Take Rafforty's Letter to Misa, then inspect all four Ice Sculpture near Frozen Labyrinth.
Find Kierre, take Report Piece , and bring it to Rafforty.
Talk to Rafforty, wait while he deciphers the report, then inspect the Ice Sculptures again and get Piece of Tablet .
Return to Rafforty, give him the tablet fragment, and get the reward:

If Misa's Letter is missing when you talk to Rafforty, the quest is reset. After finishing, you can take the next quest: An Ice Merchant's Dream.
